The National Strategy for Research and Innovation for Intelligent Specialisation (ENEI) was approved on 23rd of December 2014 and the National Innovation Agency is responsible for the Presidency of the NSIS Coordinating Council.
The NSIS aims to develop the whole research and innovation system in a sustainable way, with the aim of reducing the weaknesses identified in the I&I System Diagnosis and its respective SWOT analysis, prepared by the Foundation for Science and Technology in 2013.
The document identifies the great strategic smart bets, which are topics with scientific, technological and economic specialisation, in which Portugal and its regions have comparative and competitive advantages or which have the potential to emerge as such. The alignment with these strategies is obligatory in the implementation of Portugal 2020 investments in Research, Technological and Innovation Development and priority in other cases, such as support for the competitiveness of SMEs.
The document also presents the NSIS governance model, which provides for the creation of a Coordinating Council, responsible for ensuring effective coordination and monitoring of the implementation of the policy-mix defined in the strategy. The ANI assumes Presidency of the Council and shall also ensure its technical secretariat.
